Distinctively Malaysia IV

Something recently popped up on my radar:


This happened at The Face Shop at The Curve.

The government takes no action at all. They have even made a statement that The Face Shop is the one to blame for letting one single girl take care of the shop. This sounds logical, since the robbery might not have happened if more than one employee was present...

However,
1. There is no reason for the government to question their company's policy. The presence of only one employee may have caused the robbery to happen, but is it not the duty of the police to catch the robber?
2. The robbers have been caught on FILM. They know who they are, they know which department they are from, and yet no action has been taken against them so far.

Is this what is meant by daylight robbery in Malaysia? I hope someone can answer that question for me. This question is certainly too complex for my simple mind to figure out.
